
When the green transition needs to pick up speed, it requires new tools in the toolbox. The Danish Parliament added that this week, when three bills were passed, which, among other things, allows for more flexible environmental assessments, ensures easier access to appeals and adjusts the RE schemes so that more money goes to neighbors and local communities from installers of solar and wind.
The legislative work has, among other things, implemented the EU's VEIII directive, which makes it possible to designate so-called acceleration areas for RE plants and the electricity grid and speed up the public authority processes.
In practice, this means that in future a strategic environmental assessment can be made in the areas instead of a more comprehensive environmental assessment at project level. The strategic assessment must ensure that considerations for the environment and renewable energy continue to be balanced while saving time.
- Climate action and nature protection can and must go hand in hand. Now the EU has made an accelerator available so that the expansion of renewable energy and the necessary energy infrastructure can get up to speed. We must use it carefully and without compromising on the rules for nature and environmental protection that we agree on in Denmark and the EU, says Minister for Climate, Energy and Supply, Lars Aagaard (M).
In addition to the implementation of the EU's VEIII directive, the VE scheme has also been adjusted so that VE installers e.g. must pay larger amounts into the green pool and VE bonus, which benefits the citizens in the municipalities where solar cells and wind turbines are installed. This must contribute to the local support for renewable energy on land, which i.a. recommended by the government's national energy crisis loss, Nekst.
Faster processing of complaints
In the work to remove barriers to the green transition, the government's national energy crisis report, Nekst, recommended at the end of 2023 to create a better framework for complaint processing, so that slow processes do not hinder the installation of solar cells and wind turbines.
Several of the recommendations have now been realized through changes in the law, which both give the appeals boards the opportunity to set shorter deadlines for appeals and sharpen which elements the appeals boards must deal with.
- We know that the business world is ready with large investments. Unfortunately, however, the companies run into troublesome bureaucracy, which often hinders green billion-dollar investments. Therefore, we now get a much more efficient case handling of complaints, so that important green projects on renewable energy are not delayed. It helps secure the path to achieving our ambitious climate goals, creating growth and jobs and at the same time emphasizing Denmark's place as a green leading nation, says business minister Morten Bødskov (S).
