Michael Kaare Jensen and the other citizens of Mesing in Skanderborg Municipality were somewhat surprised when they received a final report on an upcoming wind turbine project. This is reported by TV 2 Østjylland.
- We have a total of 17 examples of what we would call distortions, adjustments and manipulation of our words in relation to the final document, says Michael Kaare Jensen.
The report was to be presented to both politicians and citizens at a citizens' meeting and form the basis for whether the project should be implemented.
Before the report was published, the group of citizens held meetings with both Skanderborg Municipality and the project developer, Skanderborg-Hørning Fjernvarme.
However, the final report prepared by the project developer, Skanderborg-Hørning Fjernvarme, is problematic according to the citizens. According to Michael Kaare Jensen, the local dialogue group came to appear more positive about the project than they actually are.
- We think it is an example of us being taken as revenue for some things that we do not want to be taken as revenue for, and which are not correct, he says.
According to the citizens, the developer, Skanderborg-Hørning Fjernvarme, is helping to correct seven of the 17 points.
- We still think the document is very tendentious and manipulative, and the problem is that the document is being submitted to the politicians, says Michael Kaare Jensen.
The citizen groups around the renewable energy projects are part of a new process in the municipality. The purpose is that citizens should be heard to a greater extent before the project developers submit their final application for political consideration.
Michael Kaare Jensen has previously criticized Skanderborg Municipality's minutes in connection with the dialogue meetings between the municipality, project developer and citizens. The municipality has acknowledged that they have made mistakes.
Roger Buch, a municipal researcher at the Danish School of Media and Journalism, agrees with him on this issue.
- By not involving in a real way, even more resistance is created against the solar and wind projects. That is why experts in the field are calling for open and real involvement, says the municipal researcher.
TV2 Østjylland has seen the original report, which states, among other things:
"The neighbors generally showed positive interest in the project(...)"
"The yellow placement is a concrete result of dialogue with members of the citizen involvement group(...)".
Elements that the citizens deny that they have expressed, and which have subsequently been corrected in the report.
TV2 Østjylland has asked Skanderborg Hørning Fjernvarme for an interview, but they have not wanted to do so. In an email they write:
- Skanderborg-Hørning Fjernvarme, as the developer of the wind turbine project at Mesing, has entered into the dialogue group work with a desire to listen to local wishes and, where possible, adapt the project accordingly. We have had no desire or need to use the dialogue group to give the green light to the project, writes Peter Jensen, director of Skanderborg-Hørning Fjernvarme.
Besides that, they state that they have no further comments.
