A "perfect storm of factors" was behind the widespread blackout in the Iberian Peninsula in 2025, according to a final report by an expert panel published on Friday, according to the AFP news agency.

The report confirms that the Iberian electricity system was unable to handle voltage surges and describes the incident as the worst of its kind in Europe in more than two decades.

Public transport was paralyzed, mobile and internet networks failed, traffic lights went black and many planes had to be grounded. The blackout lasted several hours, stranding thousands of people on trains and in elevators across the Iberian Peninsula.

The investigation into the causes has subsequently dragged on. Immediately after the crash, Spain's national court, the Audiencia Nacional, said it would investigate whether it was the result of "computer sabotage against critical infrastructure." A subsequent Spanish investigation in June found no evidence that a cyberattack was the cause.
