KERTEMINDE: An overwhelming majority of 24 out of 25 members of the Kerteminde Municipality's city council decided on Thursday evening to initiate a legal investigation. The investigation will uncover whether irregularities were committed in connection with a permit to expand a biogas plant, which the former mayor Hans Luunbjerg (V) received permission for in 2016. This is reported by TV2 Fyn.
Two experts in public administration have pointed out that neither Hans Luunbjerg nor the municipality's administration ensured that the rules on impartiality were complied with. Among other things, it emerged that the municipal director advised the mayor on how the application for the expansion of Kerteminde Biogas could be formulated in order to avoid an extensive EIA report. "We are dealing with incompetence, incompetence and corruption. It affects the entire legitimacy of the municipality," Kurt Klaudi Klausen, a professor of public administration, organization and management at the University of Southern Denmark, SDU, told TV2 Fyn.
Based on these allegations, the city council decided on Thursday to initiate an independent legal investigation. The investigation will clarify whether the administrative law rules were complied with, whether correct political decisions were made, and whether the professional assessments in the case were made on a solid basis.
