Greenpeace: Record number of consultation responses against the Hejre field

Over 2,300 objections have been sent via the organization's portal to the Danish Energy Agency in protest against INEOS' oil plans for the Hejre field.

A total of 2,313 consultation responses were submitted by the deadline on Monday against INEOS' application to open new oil and gas production in the Hejre field in the North Sea. According to Greenpeace's calculations, this is a record number of objections to an energy project in Denmark. The consultation responses were submitted via a portal that Greenpeace itself has set up, which has forwarded citizens' objections to the Danish Energy Agency. In addition to the 2,313 objections sent through the organization's portal, additional consultation responses may have been received directly by the Danish Energy Agency, the environmental movement said in a press release.

The Hejre field is located about 300 km from the west coast of Jutland on the border with Norway and has had a license since 1998, but has never been in operation. In April 2024, the Danish Energy Agency approved INEOS's extraction plan, but in 2025 the Energy Complaints Board declared the permit invalid following a complaint from Greenpeace. The company has therefore submitted a new application with an updated environmental impact report.

According to the new report, the field could result in emissions of up to 47.5 million tonnes of CO2. Greenpeace also states in its consultation response that the environmental impact report still has significant shortcomings, including in relation to the assessment of indirect impacts such as rising sea levels, extreme weather events and consequences for human life and health.

Greenpeace believes that, as a result of the updated emission figures, the matter should be raised from administrative processing to a political level and calls on the new government to take a position.

- This is no longer a matter that should be decided by officials in the Danish Energy Agency. Many Danes have spoken, and the message is clear: the decision on whether Denmark should open a new oil field in the midst of a climate crisis belongs on the new government's table. It is a political question, and it requires a political decision, says Christian Fromberg, political campaign manager at Greenpeace.

According to Greenpeace, the Hejre field is the energy project that has received the most consultation responses ever, and the case is also in the top five of consultations in general.
