New agreement will multiply green energy by 2030

UPDATED: Solar and wind energy quadruples, and offshore wind fivefold. Denmark will become Europe's green powerhouse, says minister.

The production of solar and wind energy on land is to quadruple by 2030, while offshore wind turbine power is to be quintupled.

A broad majority agrees on this, the Ministry of Climate announced on Saturday morning.

The government has entered into the agreement with the Liberal Party, the Socialist Party, the Social Democrats, the United Unity Party, the Conservatives, the Danish People's Party, the Liberal Alliance, the Alternative and the Christian Democrats.

According to Climate Minister Dan Jørgensen (S), Denmark will become "a large green power plant for the whole of Europe".

The total electricity production from solar energy and onshore wind is to quadruple by 2030. 

In addition, four gigawatts of additional offshore wind must be offered by 2030 at the latest. According to the Ministry of Climate, this will mean that Denmark can quintuple the production of electricity from offshore wind turbines over the next eight years.

Russia's invasion of Ukraine has underlined that climate policy and security policy are inextricably linked. The green transition is therefore crucial for the climate and independence from Russian energy, believes Minister for Climate, Energy and Utilities Dan Jørgensen.

The government has entered into the agreement with the Liberal Party, the Socialist Party, the Social Democratic Party, the Unity Party, the Conservative People's Party, the Danish People's Party, the Liberal Alliance, the Alternative and the Christian Democrats.

- With this agreement, Denmark will become a large green power plant for all of Europe, as we now create the opportunity for a fivefold increase in Danish offshore wind turbine power in 2030. It is absolutely crucial for the climate and for making Denmark independent of Russian energy that a broad and responsible majority in the Folketing now stands together and shows that Denmark can do more. We are accelerating the rollout of district heating and setting a clear ambition that all gas will be green by 2030, and by 2035 we will completely eliminate gas boilers in Danish homes, says Dan Jørgensen.

The parties to the agreement agree to ensure framework conditions that can enable a quadrupling of total electricity production from solar energy and onshore wind towards 2030. The parties also agree to offer 4 gigawatts of additional offshore wind for realization by 2030 at the latest, which will mean that Denmark can fivefold the production of offshore wind turbine electricity over the next 8 years.

- An important tool to quickly get rid of Putin's gas is to build more wind turbines and solar cells on land. That is why we are quadrupling the production of renewable energy on land. This expansion requires space. An area equivalent to the size of Mors will be needed when we are to solve the overall challenge and therefore now aim to create 10-15 large energy parks distributed throughout the country. At the same time, we are making it easier for municipalities to plan for renewable energy plants, among other things because we are now creating the possibility of installing solar cells and wind turbines in so-called manor landscapes, says Minister of the Interior and Housing Christian Rabjerg Madsen.

Around 400,000 Danish homes are currently dependent on gas for the radiators in the living room and the shower in the morning. This makes us vulnerable to Russia's influence on the gas supply, and it is bad for the climate and the Danes' wallets. With the agreement, there is agreement to make impartial advice on reducing gas consumption and green heat more accessible, and that there should be better loan terms for replacing gas and oil boilers.

The parties are, among other things, agreed on:
· That the state should help to realize large energy parks on land
· To make it possible to install renewable energy plants in manor landscapes
· Strengthen local support for the installation of solar and wind energy
· A new pool to support renewable energy on less accessible areas (e.g. solar cells on roofs)
· Faster and better work by authorities
· Strengthened guidance on environmental assessments and nature directives
· Better data basis for installers and authorities
· To support that the electricity grid can keep up

Fivefold increase in offshore wind
Denmark's large sea areas and wind and seabed conditions provide ideal conditions for harvesting offshore wind and profits in the North Sea. Danish waters have the potential to become a green power plant - not just for Denmark, but also for Europe. The parties to the agreement agree to enable the expansion of an additional 4 GW of offshore wind by the end of 2030. This will allow Denmark's offshore wind production to more than fivefold over the next 8 years.

With the agreement, the parties agree to:
· To tender an additional 4 GW of offshore wind for establishment before the end of 2030, provided that the offshore wind farms do not negatively burden the state's finances over their lifetime
· The specific locations and tender framework for the 4 GW will be decided later.
· The farms must, among other things: could supply power to PtX plants, which could potentially limit the need for expansion of the electricity grid
· The 4 GW of offshore wind comes on top of all previously agreed offshore wind expansion, including the 2 GW of offshore wind that was most recently agreed upon with the Agreement on the Finance Act 2022
· In addition, physical feasibility studies of attractive and finely-screened offshore wind areas that can accommodate at least 6 GW
· A service check of the permit process for offshore wind is also being initiated and analysis work is being initiated to develop the model for how Denmark's offshore areas and offshore wind resources should be utilized in the longer term.

More green heat
The ambition is that all gas in Denmark should be green by 2030, and that there are no homes heated with gas from 2035. The tools are faster district heating rollout, more heat pumps and more biogas.
· The government is in dialogue with the EU about a halt to new installations of gas boilers
· District heating companies must plan to phase out natural gas in heat production
· Price cap on district heating must ensure reasonable heat prices for Danes
· Conditions for investments in - and roll-out of - green district heating are improved
· Ambition for an agreement with the City Council on a clear message to citizens about the roll-out of district heating
· Exemption from land registration fees for mortgages for loans to replace oil or gas boilers for other heating sources in the period 2023-2028
· Establishment of a scheme where it will be possible to take out loans with a state guarantee for switching to other heating sources in homes in rural districts
· Advancement of biogas production
· Limit methane losses from biogas production and investigate the use of straw and a further lowering of the energy crop limit
· Adjustment of the Business Fund with a focus on CO2 as a supplementary award criteria and increased support for green transition
