Thor's tender draw decision meets criticism

German RWE won the tender for the right to build Denmark's largest wind farm, Thor, in the North Sea. The tender secured the Danish state an income of 2.8 billion kroner, which RWE will pay.

However, the Germans were not the only ones who were willing to pay the maximum amount to win the tender. In fact, no fewer than five players had submitted equally good bids. Therefore, the whole thing was decided by drawing lots, and this is being criticized, writes Finans.

The criticism comes from Michael Hannibal, a partner at Copenhagen Infrastructure Partners. He does not think it is fair that CIP and the other losers of the tender have worked for almost a year on a serious bid, which is then rejected by chance. He is supported by Lena Kitzing, an associate professor at the Technical University of Denmark (DTU).

- The most important thing is that it is the best project that wins. But when it ends in a draw, it is not the skills that determine who wins the tender. It is luck, and it is an unfortunate situation to end up in, she says.

At Energinet, they acknowledge that the draw decision provides "cause for reflection". The company will therefore work on what to do instead in the future.

Thor is to be completed at least 22 km off the coast at Thorsminde in 2027 and is expected to produce electricity for at least 30 years. The total investment costs for the wind farm are estimated to be approximately DKK 15.5 billion. DKK.
