Municipalities warn government against forgetting citizens in energy proposals

The government has forgotten the citizens and local communities in its proposal, which is to ensure a quadrupling of renewable energy on land by 2030 compared to today.

This is what KL believes, but it also sees good points in the proposal.

- Unfortunately, the government has apparently forgotten the citizens in the proposal. Today, citizen resistance is the biggest challenge, because there are major disadvantages and very small benefits for a local community by setting aside land for wind turbines, solar cells and other large facilities, says KL chairman Martin Damm (V) in a press release.

He believes that it requires greater gains for local communities if the government's ambition is to succeed.

Away with the wind turbine ceiling

The government proposes that a wind turbine ceiling from 2018 should be removed.

The ceiling means that in 2040 there may be a maximum of 1,850 onshore wind turbines in Denmark. Today there are approximately 4,200, many of which will have to be removed if the ceiling is not to disappear.

This is one of several initiatives to realize the government's proposal that Denmark should produce four times as much electricity with solar cells and wind turbines on land by 2030 as today.

In order to achieve the government's desire to quadruple electricity from solar cells and wind turbines by 2030, 13,700 hectares must be found for wind turbines, the ministry estimates. For solar cells, this is 22,900 hectares.

KL: Great to remove bottlenecks

It is positive that plans are being made to remove "legal bottlenecks", points out Martin Damm.

He points out, among other things, that the proposal will remove the right to object to the placement of wind turbines close to churches and also provide the opportunity to set up energy plants in manor landscapes. But it is crucial that greater benefits are created for local communities, he emphasizes.

- The benefits of becoming a neighbor to larger energy plants must simply be greater. And they will be if it benefits an entire local community. The location of the plants must therefore take place in a locally anchored process, and then it is necessary that part of the profit that comes from the green energy plants goes to compensation for the local area, he says.

Compensation for the local area

The compensation for the local area can, for example, be used for nature, drinking water or village renewal, he believes.

Minister of the Interior and Housing Christian Rabjerg Madsen (S) will look at how more can be done for local communities.

- We will have a discussion with the other parties in the Folketing on how we can do more for the local areas that will in future carry out a very significant and important task for the collective when they have to allocate local areas for these energy parks. It is important for us that we create processes that take the local area into account to the greatest extent possible and at the same time discuss how we can do more for those areas, he says.
