
Writing applications for EU funds for researchers at Danish universities, companies and institutions is going really well. Since 2022, Danish projects have received 8.079 billion DKK (1.083 billion euros) in research and innovation funds from the EU's Horizon Europe funding programme. This is stated by DTU in a press release. The university is number three among the universities receiving the most funding in the entire EU.
Since 2022, DTU has received 207 million euros in funding from the EU's Horizon Europe research and innovation programme, corresponding to 19 percent of the total 1,083 million euros received for Danish projects. However, EU funding does not ensure more funds for individual projects in Denmark, so the funding is offset against national funding, and this is causing frustration at DTU.
- DTU is one of the universities in the EU that receives the most research and innovation funding, but when the Danish state continues to offset EU funding, the consequence is that research and international cooperation are limited. That is why we are calling on politicians to abolish the offset, so that we strengthen our commitment to European research programmes and research for the benefit of Danish society, says Rector of DTU Anders Bjarklev.
The target has become a ceiling rather than a floor
Today, there is a Danish target for the public research budget to constitute 1 per cent. of GDP. The money that universities, private companies and other research institutions attract from EU research programmes for their projects is included as part of the public research budget.
This means in concrete terms that when the annual finance laws budget that the public research budget should constitute 1 percent of GDP, the EU research funds also count towards the target. This means that the 1 percent target has become a ceiling and not a floor.
Therefore, in April, Danish Universities sent a letter on behalf of 12 organizations, including DTU, calling on the government to stop offsetting EU funds in research. In the call, the 12 organizations propose that the calculation basis for the 1 percent target be changed so that only the contribution that Denmark makes to the EU's research programs is counted in the research budget.
"A change in the calculation method will lead to a greater level of ambition for Danish research," says the announcement from DTU.
The EU's Horizon Europe program has contributed a total of 36 billion euros to research and innovation projects in the EU countries since 2022.
