Biogas plant on Funen receives two injunctions after fatal accident

Construction work on a biogas plant was not reported, and there was no statutory safety plan.

Flemløse Biogas plant on Funen has received two orders from the Danish Working Environment Authority after an accident at work in November in which three men died. This is shown by a document access according to TV 2 Fyn.

In addition to the three men who lost their lives, several others were injured when ten employees fell through a concrete structure that was being built at the top of a silo. Flemløse Biogas had not reported the work to the Danish Working Environment Authority, which is in violation of working environment regulations, writes TV 2 Fyn. At the same time, there was no safety organization on the construction site that complied with the law.

The plant must report that work is taking place when it exceeds 500 man-days, the Danish Working Environment Authority informs the media. When there are two employers and at least ten people on the construction site, a safety plan must also be made.

The director of Flemløse Biogas refuses to comment on the orders to TV 2 Fyn.

- I have no comments on that. It is a construction manager who has managed the construction for me. And it is something he has managed with the German contractor. As soon as I have an overview of why the accident happened, I will comment on it, says the director, Kurt Poulsen.

Accident happened last year

The accident on November 26th happened because the mold for a roof was unstable. It collapsed and the roof fell down. One of the employees on the construction site fell 25 meters. This was stated in partial decisions from the Danish Working Environment Authority, which Ritzau was given access to in December.

Flemløse Biogas is located near Glamsbjerg on Funen. When the accident occurred, there were ten people working on and near the roof of the silo. Three of them died, while six people were injured, and one person escaped unharmed from the incident. The dead and injured were employees who came from Romania, Poland and Belgium. After the accident, one of the employees was missing. He was later found dead.

The rescue work was complicated by the fact that there was initially a large amount of liquid concrete, because the roof was being cast when it fell. A total of around 750 tons of concrete collapsed in the accident.

TV 2 Fyn writes that since the accident it has emerged that a building permit had not been granted by the municipality when construction began. This did not come until six months later.

In addition to the injunctions for the biogas plant, the Danish Working Environment Authority has also issued an immediate injunction to the Belgian company Bio Dynamics. In addition, the German company Formtec has been issued an immediate injunction. This is what DR writes based on a document review. The company had constructed the mold.
