Draw to find winner of Thor Offshore Wind Farm

Who will build the Thor wind farm in the North Sea will be decided by drawing lots after several equal bids.

It will be decided by drawing lots who will build the large Thor wind farm, which will be located in the North Sea. This is because several bidders have bid for the farm, which will be the largest in Denmark to date, at the minimum price of 0.01 øre/kWh, while several bidders have also bid to build the wind farm with a maximum capacity of one GW.

The tender conditions stipulate that the concession agreement will be awarded to the bidder who bids the lowest bid price. If several bidders bid the same lowest bid price, the bidder with the largest farm capacity wins. If both the bid price and farm capacity are the same, the tender will be decided by drawing lots, which is what is happening now, the Danish Energy Agency states in a press release.

The farm will be located off the coast at Thorsminde on the west coast of Jutland and will supply electricity to approximately one million Danish households. The park is the first of the three offshore wind farms decided as part of the 2018 Energy Agreement.

The draw will be monitored by an independent auditor and the Attorney General, and only those involved may be present. There will therefore be no access for the press when the draw takes place on Wednesday 1 December at 11 am.

It is not stated which specific companies will be part of the draw, but the following parties were prequalified to bid for the project:

  • SSE Renewables Offshore Windfarm Holdings Limited and Thor OFW K/S (owned by Copenhagen Infrastructure IV Thor OFW ApS and Andel Holding A/S)
  • Swan Wind P/S (ultimately owned by Eneco Wind B.V. and European Energy A/S)
  • Thor Wind Farm I/S (the stakeholders in the company are RWE Wind Holding A/S, RWE Renewables Denmark A/S and RWE Offshore Wind A/S)
  • Total Renewables S.A.S and Iberdrola Renovables Internacional S.A.U on behalf of a not yet established subsidiary.
  • Vattenfall Vindkraft A/S on behalf of a not yet established partner company.
  • Ørsted Wind Power A/S.

The large wind farm must be fully established by the end of 2027 at the latest.

Facts about Thor Offshore Wind Farm

  • Thor Offshore Wind Farm is the first of the three offshore wind farms decided on as part of the Energy Agreement from 2018.
  • Thor will be the largest offshore wind farm in Denmark to date and will be established at least 22 km offshore at Thorsminde on the west coast of Jutland.
  • The farm was tendered with a flexibility of 800-1000 MW, as well as the laying of cables from the farm to the shore, as something new, has been included in the tender.
  • Thor can supply electricity to approx. 1 million Danish households.
  • The total investment costs for Thor are estimated to be approx. 15.5 billion DKK.
  • Thor must be fully established and connected to the grid by the end of 2027 at the latest, and the grant is granted for 30 years with the possibility of being extended for 5 years.
