Demands to protect the Black Sea and energy: Want sanctions lifted

Russia will only accept an agreement on civilian shipping in the Black Sea and a pause in attacks on energy facilities if extensive sanctions against the country are lifted.

Under American mediation, Russia and Ukraine have indicated that they will ensure the safety of civilian shipping in the Black Sea. But the Russian negotiators are attaching a number of conditions to the agreement, including the lifting of Western sanctions. This is reported by the German Spiegel.  
  
The Putin regime is making it clear that a real agreement will only be implemented when restrictions on Russian banks and shipping are lifted. Among other things, Russia is demanding that the State Agricultural Bank regain access to the international payment system Swift and that the embargo on the import of agricultural machinery be lifted. At the same time, it is demanding that sanctions against Russian ships transporting fishing and agricultural products be lifted.

For its part, Ukraine has emphasized that Russian warships are not allowed to operate in the western part of the Black Sea. Kyiv has also rejected the Russian demands as an attempt to weaken international sanctions.  

A possible pause in attacks on energy facilities was a central point in the talks in Saudi Arabia. Russia has presented a list of facilities that will no longer be targeted. The list includes oil refineries, gas storage facilities, nuclear power plants and hydroelectric power plants. The Kremlin claims to have adhered to this restriction since March 18, when Russian President Vladimir Putin spoke by phone with US President Donald Trump.  
  
However, Russian attacks on Ukrainian civilian targets continue. Since that date, several residential areas and schools in Ukraine have been shelled by Russian forces.
