The European Commission has presented a 20th package of sanctions against Russia.It includes a complete ban on maritime services for Russian oil exports.
This is what the President of the European Commission, Ursula von der Leyen, said on Friday.
- Russia will only come to the negotiating table with sincere intentions if it is pressured to do so. This is the only language Russia understands, she says.
- That is why we are stepping up today, von der Leyen continues.
Russia exports over a third of its oil via Western tankers and via Western shipping services. Most of it goes to India and China.
A ban would put an end to trade that mainly takes place via EU countries such as Greece, Cyprus and Malta.
Proposed sanctions packages must be approved by member states before they can come into force.
Anonymous sources told the Reuters news agency in December that there had been consideration of replacing a price cap that is currently in force with the proposed ban on maritime services for Russian oil exports.
This is intended to reduce Russian oil revenues, which, among other things, go to finance the war against Ukraine.
The proposed sanctions package also contains several other elements.
Among other things, a new import ban on metals, chemicals and critical minerals that are not currently subject to sanctions is proposed. In addition, there are plans to impose further restrictions on European exports to Russia.
According to the proposal, 20 additional regional Russian banks are to be sanctioned.
There are also plans to take action against cryptocurrencies.
