Draft COP agreement contains no way away from fossil fuels

A new draft agreement at the COP30 climate summit does not mention the path away from fossil fuels, which the EU is demanding.

On the last official day of negotiations at the COP30 climate summit, the Brazilian hosts have released a draft agreement text that could send shockwaves throughout the entire climate summit.

A crucial demand from several parties such as the EU that the climate summit must agree on a path away from fossil fuels has not been met in the text.

The text does not contain the roadmap away from fossil fuels that over 80 countries have declared as a demand. This is evident from the draft, which has been released through UN channels.

The EU has clearly announced that it is ready not to enter into an agreement if it does not address the need for CO2 reductions.

- We want this world to come together to reduce emissions. And if we cannot be reassured of that, then there will be no agreement, said the EU's current climate chairman, Denmark's climate and energy minister, Lars Aagaard (M) on Wednesday.

The EU wants a way away from fossil fuels

While the EU's crucial demand is that the agreement shows the way away from fossil fuels, developing countries want commitments to more climate finance in return.

Conversely, the EU will only cough up additional financing if it is promised an agreement that addresses the lack of CO2 reductions. Friday's draft agreement text does not even contain the word "fossil".

But it does contain the developing countries' demand to triple the amount of financing for climate adaptation. The EU's position has thus not been met, and the environment at the climate summit awaits their reaction.

The NGO Mellemfolkeligt Samvirke reminds us that the Brazilian presidency itself has emphasized the seriousness of the fossil fuel phase-out.

- It is a failure of the more than 85 countries and thousands of civil society groups that have demanded a roadmap for fossil fuel phase-out, says Katrine Ehnhuus, senior advisor at Mellemfolkeligt Samvirke and observer of the climate summits.

This year's COP30 has had as its theme that the world's countries must submit new climate goals for 2035. Here it is clear that the world's climate goals are not on track to keep the global temperature increase to 1.5 degrees, as the Paris Agreement dictates.

The EU and a coalition of over 80 countries have demanded that the summit provide an answer to this. The parties will now try to use Friday to negotiate their demands into the final agreement text.

The negotiations were abruptly interrupted on Thursday when a fire broke out at the climate summit. Participants were evacuated while fire authorities secured the site before official negotiations resumed in the evening.
