Climate Minister adjusts support for offshore wind after dialogue with the market

The support ceiling is raised for one wind farm and lowered for another, writes Finans. The overall support ceiling is maintained.

Politicians have decided to change the state support for three upcoming offshore wind farms after a dialogue with market players. This is what Minister of Climate, Energy and Utilities Lars Aagaard (M) told Finance.

The total support ceiling of 55.2 billion kroner is maintained, but the distribution between the three farms is changed. Thus, the support ceiling for the Nordsøen Midt farm is raised from 11.4 billion kroner to 19.6 billion kroner. At the same time, the support ceiling for the Nordsøen Syd farm is lowered from 16.2 to 8.2 billion kroner. According to Lars Aagaard, this will increase the risk that the Nordsøen Syd farm will not become a reality.

- When you increase the probability of one farm within the same total support ceiling, you also reduce the probability of the other. We have looked into this with open eyes, but it is not a cancellation, he tells Finans.

At the same time, the deadline for submitting bids for North Sea South is being postponed by one year to 2028. According to the minister, this may help improve the project's finances, depending on how demand and costs develop.

DI: Necessary adjustments

In May, a broad consensus in the Folketing agreed to again put three offshore wind farms out to tender after the first tender ended without bidders. The first tender of six gigawatts was without state support.

The politicians decided that the three farms with a total output of three gigawatts should be put out to tender with the possibility of state support of up to 55.2 billion kroner. The support model guarantees a minimum price for the electricity that is produced. This helps reduce the risk associated with fluctuating electricity prices.

The third offshore wind farm in the new tender will have its framework adjusted. Here, the capacity of the farm will be reduced to 0.8 gigawatts from 1.0 gigawatts, writes Finans.

Di Energi Industry Director Troels Ranis calls the adjustments necessary if one wants to avoid ending up without a bid for the new tender.

- The economic uncertainty surrounding the individual farms has been so great that the adjustment of the support ceiling is necessary to ensure that bids actually come in, he says in a written comment.
