ODSHERRED: Odsherred Municipality is set to be offset against approximately 80 million DKK in block grants because the money was improperly used to pay bills in Odsherred Forsyning's water companies.
Professor of financial management Per Nikolaj Bukh calls the situation "completely unusual and unfortunate" and points out that the case falls completely outside the purpose of the law. It is written Sjællandske Nyheder.
The professor's main point is that heat supply rules and reasonableness collide in a situation that the legislators could not have foreseen.
- There are some clashes between rules and considerations, where the rules that are now to be enforced are not really suitable for use in this situation. I don't think the employees of the Danish Water Supply Authority think this is fun to do to the municipality, says Per Nikolaj Bukh.
"Completely unreasonable"
The illegal transfer between Odsherred Forsyning's water companies was discovered after the former financial director of Odsherred Forsyning was expelled and fired. He has been summoned in the case today.
Odsherred's former mayor Karina Vincentz (Nyt Odsherred) called the situation "completely unreasonable" in a press release in December.
"It seems completely unreasonable that the municipality should be punished financially for a transaction made in an independent group, a transaction that no one, neither heating customers nor other consumers in Odsherred Forsyning, has suffered any losses from. Furthermore, it is a transaction that neither the then board of directors of Odsherred Forsyning nor the municipality was aware of," she wrote in the press release.
