After many cancellations: CCS pool no longer meets CO2 reduction target

Even if all remaining bidders are awarded contracts for CO2 capture in the billion-dollar tender, the companies will not be able to deliver enough CO2 reductions to meet the government's expectations.

When Hofor most recently pulled out of the race for the CCS tender's 28.7 billion kroner in support, it also sent the pool's CO2 accounts into the red. With three remaining bidders, the state can no longer meet its own expectations for how much CO2 will be captured and stored annually from 2030, writes Energy Supply.

The expectation was 2.3 million tons of captured CO2 per year in 2030. But even if all remaining players in the tender are awarded contracts, it only amounts to 2.1 million. tonnes annually in 2030.

Aalborg Portland confirmed last week that the company still expects to bid for a contract with the state.
The North Jutland producer is by far the largest player in the tender. A full 1.4 million tonnes of CO2 can be captured annually if a capture plant is connected to the cement factory in Aalborg. In addition, there is a further saving of 100,000 tonnes of CO2 from the utilization of excess heat from the capture plant.

The other two remaining players in the tender are Energnist in Esbjerg and Vestforbrænding, which in collaboration with Copenhagen Infrastructure Partners (CIP) has bid with the Gaia Project. The two bidders will capture a total of 700,000 tonnes of CO2.

In the past week alone, more than 2.1 million tonnes of CO2 have been captured. tons of potentially captured CO2 withdrawn from the race for the state billions.

First it was Kredsløb from Aarhus with its 425,000 tons, then AffaldPlus, Argo and Fjernvarme Fyn with a total of almost 800,000 tons of CO2. Hofor, with its planned 900,000 tons of captured CO2 per year, was the second largest player left in the tender – until the country's largest utility company announced its withdrawal on Tuesday evening. All five players have pointed to the framework conditions of the tender – in particular the large guarantee requirements and the tender's timetable.

The capture potential in the CCS tender

The ambition for the state's CCS tender is to land contracts that capture and store 2.3 million tons of CO2 annually. The 10 prequalified players in the CCS tender had projects that could capture over 5 million tons of CO2 annually.
The projects for the three remaining players in the tender have the potential to capture a maximum of 2.1 million tons of CO2 annually. tons of CO2 annually:

  • District heating Funen: 280,000 tons (discontinued)
  •  Energnist: 200,000 tons
  • Affaldplus: 150,000 tons (discontinued)
