Vattenfall receives final permit and makes investment decision for Nordlicht II

The German maritime authority BSH has given the green light to Nordlicht II, triggering Vattenfall's final investment decision for the project.

The permit for the offshore wind farm Nordlicht II has finally been granted by the German Federal Maritime and Hydrographic Authority, BSH (Bundesamt für Seeschifffahrt und Hydrographie). The permit has prompted Vattenfall to press the start button for the project. This means that final investment decisions have been made for the entire Nordlicht cluster, which also includes Nordlicht I. This is stated by Vattenfall in a press release.


The construction of the wind farms is expected to begin in 2026. The installation of monopiles for Nordlicht I is planned to start in the third quarter of this year, while work on Nordlicht II will follow approximately a year later. Both parks are expected to be operational in 2028 and will have a combined net capacity of over 1.6 GW.


In March 2025, Vattenfall made a final investment decision for Nordlicht I and a conditional investment decision for Nordlicht II, which was subject to the necessary permits. With the now final permit, this condition has been removed. Planning permission for Nordlicht II was obtained in October 2025 and formed the legal basis for construction.

Vattenfall is one of the major players in offshore wind in Europe. Last year, the company secured a final permit for the Zeevonk project in the Netherlands together with Copenhagen Infrastructure Partners. The project will have an installed capacity of 2 GW and is also designed to produce green hydrogen for Dutch industry.
