Rural areas: Agreement on renewable energy compensation is a step in the right direction, but not enough

The Danish Rural District Council praises several initiatives in the government's renewable energy agreement, but continues to call for a framework for better citizen involvement and points out that the measures come too late.

With a new agreement on renewable energy, the government and the parties to the agreement are trying to raise the level of compensation and address some of the problems that many neighbors and local communities have long experienced when it comes to installing solar parks and wind turbines.

- We naturally support the initiatives, even though the scale is not enough, and that does not change the fact that thousands of citizens are already in the middle of conflicts over new plants, says Steffen Damsgaard, chairman of the Joint Council of Rural Districts.

The agreement will, among other things, ensure doubled compensation for the closest neighbors to solar plants. In addition, more neighbors will have the opportunity to buy shares through a sales option, and cheaper electricity will be opened up. At the same time, an annual pool of DKK 10 million will be allocated in the period 2026-2029. The money will strengthen citizen involvement and increase the level of information about citizen-owned solar parks and wind turbines. And finally, municipalities and regions will have easier access to install solar cells themselves on the large roof surfaces of their buildings.

- These are good initiatives that we have been asking for for several years. It is very positive that the opportunity is finally being given for neighbors to get cheap electricity from developers, and that in the future we will hopefully see more solar cells on large municipal and regional roof surfaces, which also sends a signal that it is not only in the countryside and on the fields that solar cells should be installed, says the chairman and adds:

- But at the same time, it annoys us that these elements were not thought of several years ago, because the resistance has really taken hold, especially against the largest renewable energy plants, and we see that the resistance is increasingly showing a "saturation point" where people will not accept more solar cells.
