Still very high threat from cybercrime against Denmark

It is "very likely" that cybercriminals will try to steal data and blackmail Danish organizations.

The threat from cybercrime and cyberespionage against Denmark remains "very high". This is the conclusion of the Danish Agency for Community Security in its new threat assessment for 2025. This is stated in a press release from the agency. "Very high" is the highest level on the five-point scale used.

- The cyber threat against Denmark is serious, says Minister of Community Security and Emergency Preparedness Torsten Schack Pedersen (V) at a doorstep.

- Danish authorities, companies and citizens are exposed to cyber attacks every single day. Attacks that come from both state and non-state actors.

Director of the Danish Agency for Community Security Laila Reenberg states in detail that "everyone is at risk of being hit by cyber attacks". But it is people and organizations that work with, for example, foreign and security policy and critical infrastructure that are at particular risk of being hit, it says.

- Our threat level is unchanged, but hackers are constantly changing the way they attack our system, says Laila Reenberg.

Most recently, a number of authorities and organizations were hit by overload attacks in the run-up to the municipal and regional elections. Pro-Russian hackers took responsibility for the attacks.

"Very likely" that Danish organizations will be hit by attempted data theft

Previously, it was the Center for Cybersecurity that sent the threat assessment, but the center now falls under the Danish Agency for Social Security.

As a new feature, the agency provides assessments of different types of cyber attacks. For example, it is considered "very likely" that Danish organizations will be hit by attempts at data theft and extortion.

- The threat comes both from foreign states that continuously conduct cyber espionage against organizations in Denmark, and criminals who exfiltrate large amounts of data from their victims to either blackmail them or sell data on the dark web, it says.

Other types of attacks can be attempted ransomware attacks, where IT systems are encrypted and made inaccessible, digital fraud and so-called DDoS attacks, where websites or networks are overloaded.

The number of ransomware attacks against Danish companies, authorities and organizations was at a record high in 2024, according to an assessment from the agency. As in the assessment from 2024, there is still "no" threat from cyber terrorism against Denmark.
