Shortly before Christmas and over the holidays, a number of companies chose to withdraw from the DKK 28.7 billion tender, which is to support the capture and storage of CO2 from waste and energy plants, among other things. Thus, only Aalborg Portland out of the ten prequalified bidders is still in the running for the funds. But the preparations for the tender have been far from free. Thus, Børsen has asked the companies how much money they have spent on the work, and six of the nine companies that have responded state that they have spent a total of DKK 505.5 million. This means that the bill for the preparations is even higher, writes Børsen.

The costs vary considerably between the companies. Hofor has spent DKK 202 million DKK on its project at Amagerværket, while Affaldplus has spent DKK 12 million on a project in Næstved. Fjernvarme Fyn states that the company has incurred significant costs in developing its CCS project. Here, the expenses in 2024 and 2025 amount to DKK 165 million, with the majority going to external consultants such as engineers and lawyers. In Roskilde, the municipally owned waste company Argo has spent DKK 61 million on preparing its project for the tender before the company withdrew. The companies indicate that the preparations can still be used despite the lack of bids. For example, Argo emphasizes that the work has not been wasted despite the withdrawal.

- The investment is certainly not wasted. We now have a mature project with a technical solution, professional partners and a solid foundation for finances, schedule and risks, says Jeppe Danø, CEO of Argo.
