The government will double the compensation for neighbors of solar parks and at the same time provide new opportunities to install solar cells and wind turbines on land. This is the opinion of the government, which will increase the compensation for neighbors of solar parks with a new proposal.
The proposal, which the Ministry of Climate, Energy and Utilities presented on Wednesday morning, shows that there are 17 initiatives.
Green Power Denmark calls several of the government's proposals positive. This includes the possibility of installing solar cells on low-lying soils, wind turbines in production forests and a simplification of processes for environmental assessments.
But at the same time, the organization warns that the conditions for installing new projects on land are under pressure:
- We are in a very difficult place. The government has a task to create a greener and safer Denmark without the use of imported fossil energy. But the conditions for installing wind turbines and solar cells on land are now so bad that development is coming to a standstill, says Camilla Holbech, director of renewable energy production at Green Power Denmark.
According to Green Power Denmark, the primary reason is rising costs for connecting to the electricity grid - a problem that the government does not address in its proposal.
- The pain threshold has been reached for many projects, and it is not the right move to increase the developers' payments to their neighbors. The government has not yet investigated the effect of the current rules for compensation for neighbors, and opinion polls show that it is not popular resistance that is the real problem, says Camilla Holbech.
Batteries and repowering
Danish Business also highlights positive elements in the government's proposal - including the possibility of installing renewable energy in production forests and maintaining the complaint processing ceiling.
- In Danish Business, we have long called for action to be put behind the words and follow up on the many good recommendations from NEKST. The government is now doing that with today's proposal, and they should be highly commended for that, says Ulrich Bang, deputy director for climate, energy, environment and construction at Danish Business.
But the organization calls for part of the 850 million DKK, which is allocated in the Finance Act for more renewable energy on land, is being used for large-scale battery storage and repowering - i.e. replacing old wind turbines with fewer, more efficient turbines.
- Two down and one up could be a good slogan for the path to more green electricity. Therefore, we urge the Danish Parliament to look at how the funds can support repowering in the negotiations, so that we get more green electricity and fewer wind turbines in the landscape, says Ulrich Bang.
At the same time, the Danish Chamber of Commerce also warns against imposing new costs on developers.
- The government's proposal imposes new costs on those who build solar parks, which is effectively an extra tax on these companies. It is hardly the way to more green electricity, so it is not a rose that has grown in our garden, says Ulrich Bang.
The government's proposal must now be negotiated with the parties in the Folketing.
