The United States and Ukraine have signed an agreement on the establishment of a reconstruction fund. This is stated in a statement from the US Treasury Department late Wednesday evening Danish time.
The agreement is an "economic partnership" that enables the two countries "to cooperate and invest together to ensure that our mutual assets, talents and capabilities can accelerate Ukraine's economic recovery," the Treasury Department said.
The agreement is being signed after several months of negotiations, and there have been reports of a hitch that was negotiated until the last minute, writes the news agency Reuters.
On Wednesday afternoon, Ukrainian Prime Minister Denys Shmyhal said that Ukraine and the United States could sign a mineral agreement within 24 hours if the final details were settled.
The statement from the Treasury Department does not mention a mineral agreement or Ukrainian natural resources directly, but several media outlets are referring to it as part of the agreement on the reconstruction fund.
Reuters writes that Wednesday's agreement will both finance the reconstruction of Ukraine and give the US "privileged access" to new deals on Ukrainian minerals.
The New York Times also writes that the agreement on the fund "formalizes an economic agreement between the two countries aimed at giving the US access to revenues from Ukraine's reserves of rare minerals".
In a post on Facebook, Yulia Svyrydenko, who is Ukraine's first deputy prime minister and economy minister, writes, according to AFP, that the agreement will finance mineral, oil and gas projects, as well as "(projects, ed.) related to infrastructure or processing".
The Treasury Department's statement says that the new partnership recognizes "the significant financial and material support that the American people have provided to the defense of Ukraine since Russia's full-scale invasion".
