Pupils in primary school must have an average grade of 6 instead of 5 to enter general upper secondary school and commercial upper secondary school. The government, the Socialist Party and the Danish People's Party have agreed on this in a new agreement for youth education, which will be presented late on Tuesday evening. In addition, the municipal 10th grades will be abolished. However, a 10th school year can still be taken at, for example, further education schools.
The academic content must be similar to the content in the 10th grade today. However, the tests from further education cannot - as is the case today - be used to improve grade point averages. There will be three options for upper secondary education in the future: general upper secondary school (stx), commercial upper secondary school (hhx) and a new vocational and professional upper secondary school called epx. It replaces hf.
Opens in 2030
The new epx education is to open in 2030. But there will be an opportunity for schools and municipalities to get a jump start on the reform, says Minister of Children and Education Mattias Tesfaye (S) at the press conference.
The entrance requirement for epx is a passed primary school leaving exam. For the other two, the entrance requirement is a grade point average of 6.
It will still be possible to enter stx and hhx by taking an entrance exam. But the requirements will be tightened so that the level corresponds to the new grade requirement of 6.
When it comes to the future of htx, the parties behind the agreement want to "address the challenges of a declining student base". There must be a "broad geographical coverage of technical upper secondary education".
- This can be done by integrating HTX into the STX education in a way that ensures that well-functioning technical upper secondary education can be maintained, the text of the agreement states.
An expert group will look at whether it is "appropriate to integrate HTX into STX".
The agreement is broadly similar to the proposal that the government put forward in October last year. The stricter grade requirement will come into force in parallel with the EPX. This will apply to those admitted to the 2030/2031 school year.
Resistance bounced off
The alternative was in the negotiations in the final phase, but was screened out from Monday, which the party is unhappy with.
The Conservatives, the Danish Democrats and the Liberal Alliance left the negotiations at the end of January.
The trio, together with the Radicals, who were not in the negotiations, have urged the government to come up with a new reform proposal.
In short, the parties believed that the government's reform proposal was too unclear and did more harm than good.
If it were up to the parties, a future reform should be based more on existing educational offerings, and it should be phased in experimentally.
However, the criticism bounced off Minister for Children and Education Mattias Tesfaye (S), who has made an agreement with SF and DF.
