The Port of Odense must provide information about ships and cargo

ODENSE: The Port of Odense must not keep information about which ships dock in Munkebo and what they have in their cargo secret. This is stated by the Environmental and Food Complaints Board in a new decision, after a journalist has complained about a refusal to access documents. This is reported by Fyens Stiftstidende.

The journalist has sought access to documents under the Environmental Information Act, which dictates that environmental information must be interpreted broadly. The Port of Odense has informed the Board that the Port does not use information about the ships' cargo and calls for environmental purposes such as environmental approvals or environmental assessments. However, the Board assesses that maritime transport through discharges affects or may affect air, atmosphere and water, and that information about the type of cargo concerns potential environmental risks such as discharges or other releases of substances and waste. Therefore, the information is covered by the Environmental Information Act. The decision is final and has been sent back to the Port of Odense, which may choose to take the matter to court or comply with it. The port has chosen to do the latter.

"We assessed that the requested information regarding companies' ship calls was not environmental information in the sense of environmental information. The Environmental and Food Complaints Board made a different assessment. We have taken note of this, and in accordance with the decision, we have provided the requested information," writes Jakob Elmkær Hansen, communications manager at the Port of Odense, in a text message.
