
The Danish Electricity Supply Authority has temporarily approved the majority of a new tariff method from Energinet for electricity consumers and plants that are directly connected to the transmission grid – including future PtX plants. The authority announced this in a statement.
According to Energinet, the method – which uses capacity payment – is intended to motivate users to use grid capacity more efficiently. But the approval is only valid until the end of 2031, as there is uncertainty about whether the method ensures that customers only pay for their real network costs.
- Due to some uncertainties in the documentation, we have decided that our approval will only be valid until the end of 2031. We have also done a lot to guide Energinet on what is needed to have the temporary approval lifted, says Carsten Smidt, Director of the Danish Electricity Supply Authority.
The Authority assesses that the method generally meets relevant Danish and European requirements regarding, among other things, transparency, cost reflection and non-discrimination. However, there is considerable uncertainty about whether the analytical basis used realistically reflects the costs for an efficient and comparable network operator.
In addition, one element of the method cannot be approved. This concerns a rule that allows the pricing of system users connected via third-party access, which is contrary to current rules. The Authority has also set requirements that Energinet takes into account previous years' under- or over-coverage in its annual budgeting.
