They circumvent the sanctions: "We send Danfoss to Russia every single week"

Companies in China, Turkey and several other countries are participating in circumventing EU sanctions by selling high-priority products from Denmark to Russia. "Russia is big business," says one.

Turkish and Chinese companies play a crucial role when highly sanctioned Danish products end up in Russia. RADIO IIII can tell you this based on interviews with several people involved in the trade, posts on social media and information from the Russian customs authorities.

- It's not difficult. It's easy, says a female employee of Chinese Dongguan Ouke Automation about exports to Russia.

In at least 14 cases from September to December last year, the company sent goods from Danfoss included in a list of sanctioned high-priority products, which according to the EU are used in Russian weapons systems and the country's military industry, to Russia. The circumvention of the sanctions has continued ever since.

- We export Danfoss products to Russia every week, says the female employee, who calls the trade with Russia “good business”.

Dongguan Ouke Automation and other intermediaries operate under more relaxed local regulations, which means that the circumvention of sanctions can take place quite legally.

- We do not have any difficulties in sending anything to Russia or China or other countries that are subject to trade restrictions, says a male employee of Turkish Aksell Uluslararasi.

Products of several Danish companies end up in Russia

In addition to highly sanctioned Danfoss products, they have sent goods from a large number of other Danish companies to the Russian company Dalkos. In June, the independent media iStories revealed how Dalkos supplies components to several of Russia's largest weapons factories.

Danfoss has no comments on the intermediaries' statements, but writes in an email that they "do not want sales in Russia", and that they have introduced contract clauses with their customers that intend to prohibit resale to Russia.

Although the trade in sanctioned Danish goods to Russia takes place without problems, according to those involved, there are intermediaries that increase costs.

Dongguan Ouke Automation, for example, explains to RADIO IIII that they "do not receive payments from Russia". Their Russian customers instead use an agent in Turkey or “other countries close to them” to arrange the payment for a fee.

One such agent, Russian Pavel Pertsov, has been involved in the import of communications equipment from Danish Procom through a company registered in Kyrgyzstan, Peretsvo LLC, according to information from the Russian customs authorities.

In a group on the Telegram messaging service, “Import to Russia,” Pertsov offers to handle “payments to countries that do not accept funds from Russia” for a “commission” of 4.5 percent. He can also arrange the import so that the Russian “end recipient” does not appear on the official documents, according to several posts from July. He denies everything to RADIO IIII.

- We do not ship to Russia. We do not work with Russia, says Pavel Pertsov.

Dongguan Ouke Automation, Aksell Uluslararasi or Peretsvo LLC are not subject to sanctions in the EU.
