Next working group: :

In December last year, the government launched a national energy crisis team (Nekst). Nekst was launched following inspiration from the national operational staff (Nost), which was launched during the corona period, and which was supposed to contribute to solving the acute challenges during the pandemic. Next must be proposals that can ensure faster action on acute green challenges.

In March, two working groups were set up under Nekst and now one of these working groups in the Nekst work track "More sun and wind on land" has come up with five new sub-recommendations that can speed up the processing of appeals. This is stated by the Ministry of Climate, Energy and Supply.

- If a rule or workflow that can be dispensed with delays the expansion of renewable energy, it must be removed or changed. The purpose of reducing NEKST was precisely to do away with the 'usual' mentality. It has succeeded. Now we have to ensure that the working group's good ideas are put into practice, which we are in full swing, says Climate, Energy and Supply Minister Lars Aagaard (M).

Template for applications should help on the way

The Nekst working group "More solar and wind on land" sub-recommendations aim to remove barriers that stand in the way of or delay the expansion of renewable energy facilities such as solar cells and wind turbines on land. They are targeted at appeals processing in the appeal boards and case processing in the municipalities.

The working group recommends, for example, that the consultation period for reconsideration of an environmental assessment be halved – from eight weeks to 30 days, corresponding to the EU's minimum requirements.

The working group has also prepared a template for "The good RE application", which should be seen as an inspiration for the municipalities and installers for how application forms can be built to help RE projects get off to a good start.

- A far too large proportion of applications for new wind and solar projects end up in complaints. Therefore, we have focused on both creating a template for the good application, in order to minimize the extent of complaints, and in addition on optimizing complaint handling. There is a lot to gain here, both in terms of time and waste of resources across municipalities, authorities and installers, says Nana Bule, head of the Nekst working group "More sun and wind on land".

Launching Campaign

In continuation of the new recommendations, the working group is launching the video series "The myth killers", where front person Nana Bule dives into a number of myths about renewable energy on land. Among other things, the misunderstanding that wind turbines and solar cells destroy nature and biodiversity.

NEKST regularly submits recommendations to the government. The working group More solar and wind on land has previously submitted partial recommendations to ensure local support for the expansion of renewable energy on land.

The government has taken part in the political proposal Climate Action - Together for more green energy from solar and wind on land. Based on the plan, an agreement on energy parks has just been concluded.

NEKST work track More sun and wind in the country's five sub-recommendations:

  1. Makes it possible to set a deadline for submission of final complaints and to reject patently frivolous complaints. The Ministry of Business will take a closer look at the recommendation.
  2. More direct and transparent communication in the handling of complaints. The Ministry of Business will take a closer look at the recommendation.
  3. Focus on the complaint, not the case. Appeal boards must limit their review to the points complained about – not look at the whole case. The Ministry of Business will take a closer look at the recommendation.
  4. Shorter consultation periods when environmental assessments are reprocessed. The initiative has been initiated by the Ministry of the Environment. Bills are expected to be tabled in 2024.
  5. VE preparers do not have to "start over" when a complaint is sent home. It is being clarified whether it is possible within current EU regulation.
