Fearing sabotage and cyberattacks: Danish Energy Agency raises preparedness level in oil and district heating sectors

The Danish Energy Agency is responding to the increased threat from cyberattacks and sabotage and raising the preparedness level in the oil and district heating sectors to yellow.

Companies in the oil and district heating sectors must now tighten security around their facilities. The Danish Energy Agency has decided to raise the sector readiness level to YELLOW – a level that indicates a medium threat and already applies to other parts of the energy sector.

The new measure is an extension of a decision from June 2024, when Energinet was asked to raise the readiness in the electricity and gas sectors to the same level, the Danish Energy Agency informs.

- Denmark's high security of supply is precious, and interruptions are costly for companies and a great inconvenience for all of us. We know that the energy sector is a target for malicious attacks, and therefore we must first and foremost protect ourselves against the current threats, but we must also have plans in place to restore supply as quickly as possible if we are hit anyway. This applies to the entire energy sector, says Kristoffer Böttzauw, Director of the Danish Energy Agency.

When the preparedness level is raised, it means, among other things, that access control, surveillance and alarm preparedness must be adjusted up. The scope of the requirements depends on how critical the individual facility is for the security of supply.

According to the authority, this is a precautionary measure based on an assessment from the Police Intelligence Service and the Defence Intelligence Service. There are no concrete signs of planned attacks or harmful activity, and the supply situation is assessed as stable across energy sources.

With the new preparedness legislation, which came into force on 7 March 2025, several sectors are now covered, including oil, district heating, district cooling, hydrogen, electricity and gas. The sector preparedness level consists of five escalation levels: WHITE, GREEN, YELLOW, ORANGE and RED. In a normal situation, the alert level is WHITE. GREEN indicates low threat, YELLOW medium threat and ORANGE high threat. RED indicates very high threat.
