Companies' solid billion-dollar profits are increasingly trickling down to municipalities

Energy traders' profits - not least from Danske Commodities - can be seen as corporate tax in Aarhus, among other things. But the net effect is still unknown.

AARHUS: The total corporate tax in the entire country has moved steadily upwards in recent years. From a level of around 5-7 billion. DKK in the years 2015-2018 to a level between 10 and 14 billion. in 2022-2024 and a further three years ahead, where estimated figures show the same high level.

This is apparent from a note from the Mayor's Department in Aarhus, which can be observed that when it comes to 2024, the corporate tax here will take a good jump after a couple of years below 0.6 billion. to 1.1 billion. An amount that is certainly before equalization with the other municipalities and offsetting in block grants.

Also in the estimated budget years 2025 and 2026, there are higher figures for Aarhus - over 100 million. - than estimated last year. Again before equalization and offsetting. The rules are designed so that if a municipality has higher income from corporate tax, the block grant is reduced accordingly.

Other companies also earned well in 2022

Together with Deloitte and the Danish Tax Agency, Aarhus Municipality has investigated how large a portion of the income from corporate tax in Aarhus can be attributed to energy trading companies. This ended up with an estimated 138 million. DKK in 2024, of which 69.9 million. comes from the company Danske Commodities. The amounts for settlement in 2024 come from the income year 2021.

The note notes that it has been stated in parts of the press that Aarhus should earn 600 million. DKK more in corporate tax in 2025 as a result of the record year in 2022 at four large electricity trading companies headquartered in the municipality.

According to the memorandum, however, the calculations in the articles in question only look at the four companies in isolation, and it is "implicitly assumed that there will be no other changes in corporate tax revenues nationwide, which must be considered highly unlikely".

It is also included in the calculation if other large companies in Aarhus perform worse, just as it also changes the inter-municipal distribution of corporate taxes when, for example, Novo, Lego and Mærsk, which are headquartered in other municipalities, also had very large profits in 2022.

 

The municipalities receive 14.24 percent of the corporate tax collected by the state. A municipality initially receives corporate tax from the companies that have their headquarters in the municipality, and then it is redistributed to other municipalities where the companies have branches based on, among other things, the number of employees in the company in the municipality in question.
