DTU is upset: Billions in support from the EU are set off and challenge Danish research

Large sums of money are coming from the EU to Danish research and innovation, says DTU, which is, however, upset that support is offset against national support.

It goes very well with writing grant applications for EU funds for researchers at Danish universities, companies and institutions. Thus, since 2022, Danish projects have taken home DKK 8.079 billion. DKK (1.083 billion euros) in research and innovation funds from the EU's support program Horizon Europe. This is stated by DTU in a press release. The university is number three among the most attractive universities in the entire EU.

DTU has thus taken home 207 million DKK since 2022. euros in support from the EU's research and innovation program Horizon Europe, corresponding to 19 per cent. of the total of 1,083 million euros, which have been allocated to Danish projects. However, the EU support does not ensure more funds for the individual projects in Denmark, so the support is offset against the national support, and this causes frustration at DTU.

- DTU is one of the universities in the EU that takes home the most research and innovation funds, but when the Danish state continues to offset the EU funds, the consequence is that research and international cooperation are limited. Therefore, our appeal to the politicians is to abolish the set-off, so that we strengthen the commitment to the European research programs and research for the benefit of Danish society, says DTU Chancellor Anders Bjarklev.

Goal setting has become a ceiling rather than a floor

Today there is a Danish target that the public research budget should amount to 1 per cent. of GDP. The money that universities, private companies and other research institutions attract from the EU's research programs for their projects is included as part of the public research budget. 

This means concretely that when budgeting is done in the annual financial laws, the public research budget must amount to 1 per cent. of GDP, then the taking home of EU research funds also counts in relation to the target. That is that the 1 per cent target has become a ceiling and not a floor.

Therefore, Danish Universities sent in April, on behalf of 12 organisations, including DTU, a call to the government to stop offsetting EU funds in research.  In the call, the 12 organizations propose that the calculation basis for the 1 per cent target be changed, so that only the contribution that Denmark makes to the EU's research programs is counted in the research budget.

"A change to the calculation method will lead to a greater level of ambition for Danish research", reads the announcement from DTU.

Since 2022, the EU's Horizon Europe program has contributed a total of 36 billion. euros for research and innovation projects in EU countries.
